The Importance of Obtaining a Social Security Number and Tax Number in Malta

Introduction

When relocating to Malta for work purposes, it is crucial to understand the importance of obtaining a social security number and a tax number. These identification numbers play a significant role in ensuring compliance with Maltese tax and social security regulations. In this article, we will explore the necessity of acquiring these numbers for both Maltese citizens and foreigners.

Tax Number for Maltese Citizens and Residents

For Maltese citizens and residents, the tax registration number is usually their ID number. As a result, they do not need to register for a separate tax number, as the system is automated. This simplifies the process for Maltese individuals, as their existing identification number serves as their tax registration number.

Tax Number for Foreigners

Foreigners residing in Malta, whether employed or not, must register as taxpayers. They are generally issued a nine-digit tax registration number. This number is essential for foreigners to fulfill their tax obligations while living and working in Malta.

EU Nationals (Cross Border)

EU nationals who have registered with the Department of Social Security and have been issued a social security number do not need to register for a Tax Identification Number (TIN). The social security number serves as an automatic generator for their tax identification. This streamlined process facilitates the taxation procedures for EU nationals in Malta.

Third Country Nationals

Third Country Nationals, who are non-EU citizens, are required to obtain a single permit to reside and work in Malta. Once they have obtained this permit, they are automatically registered for tax purposes. Consequently, Third Country Nationals do not need to apply for a Tax Identification Number (TIN) separately. This simplifies the tax registration process for these individuals.

The Importance of a Social Security Number

In Malta, every employee or self-employed person between the ages of 16 and 65 is required to have a social security number, also known as the NI (National Insurance) number. This unique identifier grants individuals the right to work in Malta, provided they adhere to all domestic regulations. Even minors under the age of 16 may be assigned a social security number.

Benefits of a Social Security Number

Obtaining a social security number in Malta provides several benefits. Firstly, it allows individuals to contribute to the Maltese social security system, ensuring access to benefits such as healthcare and pensions. Additionally, the social security number is necessary for the payment of social security contributions, ensuring compliance with the relevant regulations.

Conclusion

When embarking on a work opportunity in Malta, it is imperative to understand the significance of acquiring a social security number and tax number. These identification numbers facilitate compliance with tax and social security obligations, ensuring individuals can work legally and enjoy the benefits offered by the Maltese system. Whether you are a Maltese citizen, an EU national, or a Third Country National, obtaining these numbers is a crucial step in establishing your legal presence and fulfilling your responsibilities in Malta.

Documentation Required for Obtaining a Social Security Number in Malta

When applying for a social security number in Malta, it is important to provide the necessary documentation based on your nationality and employment status. The following are the required documents for different categories:

Maltese Nationals (except for Minors):

  • Maltese Identity Card or Passport.

Maltese Nationals (Minors under sixteen (16) years of age):

  • Maltese Identity Card or Passport.
  • School Leaving Certificate and Profile, or a note signed by the Head of School confirming completion of compulsory schooling.
  • School Exemption from the National School Support Services if the minor has not yet finished the final year of compulsory schooling and has not yet reached sixteen (16) years of age. It is essential to have the School Exemption Letter before applying for the Social Security number.

EU Nationals Employed or Self-Occupied:

  • Official identification (with photo) issued by their country of origin and/or Passport.
  • Copy of the ‘Promise of Employment’ letter, work contract, or a similar document indicating that the applicant will be engaged in an employed/self-occupied activity in Malta.

Citizens from Non-EU Countries (Employed):

  • Maltese Identity Card (if available) and Passport.
  • Copy of the ‘Promise of Employment’ letter, work contract, or a similar document indicating that the applicant will be engaged in an employed/self-occupied activity in Malta.
  • Copy of Employment License issued by Identity Malta.

Citizens from Non-EU Countries, married to Maltese or EU Nationals (Employed/Self-Occupied):

  • Maltese Identity Card (if available) and Passport.
  • Copy of the letter from the Department of Citizenship and Expatriates, providing proof that the person can work or reside freely in Malta (Freedom of Movement).
  • Copy of the ‘Promise of Employment’ letter or work contract (in the case of employment).

Citizens from Non-EU Countries (Self-Occupied):

  • Maltese Identity Card (if available) and Passport.
  • Copy of Employment License issued by Identity Malta.

Citizens from Non-EU Countries who hold a permit to work in Malta under one of the EU Directives:

  • Maltese Identity Card (if available) and Passport.
  • Copy of the ‘Promise of Employment’ letter (in the case of employment).
  • Copy of the relevant permit to work in Malta under one of the EU Directives, visible on the identification document of the applicant (or its equivalent certificate) issued by Identity Malta.

Ensure that you have the required documentation ready when applying for a social security number in Malta. This will help expedite the process and ensure compliance with the regulations.
