This adjustment is part of a larger initiative to improve the overall Residence Permit application process. Through collaboration with relevant organizations, Identità is leading efforts to streamline these applications and minimize potential misuse of the system. By mandating that lease agreements be verified by a qualified legal professional, Identità seeks to enhance accountability among property owners and tenants alike, ensuring compliance with legal standards while bolstering protections against false statements.

This initiative is one of several measures being implemented or strengthened to uphold the integrity of the residence permit process. These actions reflect an evolving framework aimed at ensuring transparency and good governance across all aspects of the Agency’s responsibilities. Such measures are anticipated to significantly reduce system abuse, resulting in a more secure and dependable process for all stakeholders involved.

What is the Lease Agreement Attestation Form?

This form serves as a verification tool that confirms the accuracy and reliability of the information provided by Third-Country Nationals regarding their residence. This form must be signed and stamped by a qualified professional—either a Lawyer, Notary Public, or Legal Procurator—who verifies that the lease agreement has been duly signed by all parties involved.

 

Who Can Complete and Sign This Form?

Only qualified professionals—Lawyers, Notaries, or Legal Procurators—are authorized to complete and sign the Lease Agreement Attestation Form. Their stamp of approval is crucial for validating your residency application.

 

Do All Applicants Need to Submit This Form?

Not every applicant is required to submit the Lease Agreement Attestation Form. It specifically applies to:

  • New Applicants: Those submitting applications after September 23, 2024, will need this new form
  • Still Abroad Applicants: Must present the original form during their biometrics appointment.

If you are a new applicant, a scanned copy of the Lease Agreement Attestation Form is required during the vetting stage, with the original presented at your biometrics appointment.

Important Note about Lease Agreement Attestation Form

If you hold a Residence Permit and are changing your registered address, you must inform the Agency and present a new Lease Agreement along with the Housing Approval Letter and the Lease Agreement Attestation Form.

 

What About Renewals?

For those renewing existing lease agreements, the Lease Agreement Attestation Form is not required. Even if there are changes in clauses or rent amounts, Identità does not classify these as new lease agreements, and thus the Lease Agreement Attestation Form is not necessary.

 

Changing Jobs? No Need for This Form

 If you’re changing jobs but your residential address remains the same, you won’t need to submit this form. This rule simplifies the application process for many.

 

Special Cases: Living in Hotels or Employer Accommodation

Applicants residing in hotels or receiving free accommodation from their employers are also exempt from needing this form. Instead, you will need to provide either a declaration from your employer or a Keepers Declaration Form, rather than the Lease Agreement Attestation Form.

 

What If a Party Refuses to Fill Out the Form?

If either party involved in the lease agreement refuses to complete and submit this form, the applicant will not be able to proceed with their residence permit application. This highlights the importance of cooperation in the application process.
